Ranchi: Under the Samagra Shiksha Abhiyan, the certification of government schools and need-based training for teachers will now be evaluated twice a year. For the first time, the responsibility for this will be given to a private agency, for which the Jharkhand Education Project Council has initiated the tender process. The private agency will be assigned the responsibility of both programs for five years.
Both programs will be implemented for primary, upper primary, secondary, and higher secondary schools and their teachers.
The objective of these programs is to assess the physical condition of government schools, the quality of education provided to students, and evaluate teachers to identify the type of training they need. Under the School Certification Program, a total of 7,000 government schools will be certified over five years based on two major criteria: the learning outcomes of students and the availability of resources, cleanliness, and discipline in schools.
The certification of schools will be done through a bi-annual evaluation, conducted twice a year. Schools will be awarded Gold, Silver, and Bronze certificates based on their performance. The performance of the schools will also determine the certification of the associated Block Resource Centers (BRCs). Each year, 1,400 schools (700 schools in each round) will be certified. Under this program, 60% weightage will be given to the students’ learning outcomes and 40% weightage to institutional quality standards.
Similarly, teachers will undergo need-based evaluations to identify the type of training required. The target is to evaluate 1.35 lakh teachers annually. This evaluation will also be conducted twice a year.
Basis for School Evaluation:
Gold: At least 75% of students in each subject and grade scoring more than 75%, and a minimum institutional quality score of 80%.
Silver: At least 75% of students in each subject and grade scoring between 55% and 75%, and a minimum institutional quality score of 65%.
Bronze: At least 75% of students in each subject and grade scoring between 35% and 55%, and a minimum institutional quality score of 50%.
Responsibilities of the Private Agency:
- Develop a platform for data analysis.
- Create a real-time feedback mechanism.
- Develop analytical tools.
- Develop automated reporting tools and systems.
