Former Prime Minister of India and the architect of economic reforms, Manmohan Singh, passed away on Thursday at the age of 92. When is National Mourning Declared?
National mourning is declared when a prominent leader, actor, or someone who has made significant contributions to the nation passes away. Traditionally, the central government used to declare national mourning. However, there have been changes in the rules, and now state governments also have the authority to declare mourning. All states in the country have the right to declare mourning as per their discretion.
Are Government Offices, Schools, and Colleges Closed During National Mourning?
No, government offices, schools, and colleges are not automatically closed during national mourning. According to a Government of India notification from 1997, no government holiday is declared for national or state mourning. A holiday is typically declared when a former President or former Prime Minister dies. The decision to declare a holiday during the mourning period is made by the government.
Flag at Half-Mast During National Mourning
During national mourning, all government institutions, offices, and buildings where the national flag is flown are required to lower the flag to half-mast. This is in accordance with the flag code. The national flag is kept at half-mast for the duration of the mourning period, whether it is three days or seven days. Additionally, no government programs or festivals are organized during this period. This is referred to as national mourning or political mourning. The body of the deceased leader is cremated with state honors.
How Long Does National Mourning Last?
National or state mourning typically lasts for a designated period, depending on the significance of the individual’s death. Currently, seven days of mourning have been declared in the country following the death of former Prime Minister Manmohan Singh. For example, three days of mourning were declared in Uttar Pradesh after the death of former Chief Minister Mulayam Singh Yadav. Similarly, after the death of former Prime Minister Atal Bihari Vajpayee, seven days of national mourning were observed.
