New SIM Card Rule for Customers: Biometric Verification Made Mandatory
When you buy your first mobile phone, the first thing you likely purchased was a new SIM card. After activation, you could easily use apps like Facebook, WhatsApp, and Instagram. In the past, getting a SIM card involved filling out a form at a call center. However, a new rule will soon be implemented (New SIM Card Rule).
New Rule: Aadhaar-Based Biometric Verification
Starting now, not only will you have to fill out a form, but biometric verification through your Aadhaar card will also be mandatory to obtain a new SIM card in India. In simple terms, you will need to show your Aadhaar card, and your identity will be verified using biometric methods. This decision comes in response to growing concerns over the misuse of mobile connections.
The Prime Minister’s Office has directed the Department of Telecommunications (DoT) to make Aadhaar verification mandatory for all new SIM cards to address these concerns.
Action Against Fake SIM Cards
The new rules were introduced after a review of the telecom sector, which highlighted the significant role of fake SIM cards in cybercrime, particularly in financial scams. Investigations have revealed that criminals often use multiple fake SIM cards linked to a single device, making it easier for them to carry out illegal activities. The aim of these new regulations is to curb such misuse before issuing new SIM cards.
In addition, vendors who distribute SIM cards with fake documents will face serious consequences, including legal action. The government has instructed telecom operators to cooperate with law enforcement agencies and utilize AI-driven tools to identify fraudsters.
Enhancing Mobile Security
By mandating Aadhaar-based biometric verification, the government intends to reduce fraudulent activities associated with mobile numbers. This system will offer better tracking and control over SIM card distribution, significantly enhancing mobile security. The ultimate goal is to create more secure mobile networks for all users by ensuring that each SIM card is properly verified.

Communication Partner Portal
In addition, a new Communication Partner Portal has been set up to allow users to register complaints about cyber fraud and scams. The portal will also help users block lost or stolen phones, further protecting mobile users from fraudulent activities.
